Gannanzhou New Rural Cooperative Medical Care’s Current Situation Of Implementation And Problems Research

The New Rural Cooperative Medical Care System(NRCMCS) is a kind of medical system which is mainly aiming at the farmers’ catastrophic diseases, purposing to solve the medical problems of farmers, to reduce farmers’ economic burden because of disease, to improve the whole farmers’ health standard, with the governments’ organization, guidance and support, with farmers’ voluntary participation, and with individual, collective, and the governments’ fund raising. The implementation of the Western Ethnic Area’s new rural cooperative medical system undertakes a series of important missions, including promoting the local economic development, improving the regional health level, maintaining the ethnic areas’social stability and harmonious, and to build a moderately prosperous society. Therefore, the research for the problems in the process of NRCMCS’s implementation has both important theoretical and practical significance.This paper, on the basis of the former researches, has a comprehensive analysis and multi-perspective study on the development of new type of rural cooperative medical care system in Gannan ethnic minority areas. The specific research ideas are as follows. Firstly, it combs and investigates the implementation process and implementation status of GanNan Zhou’s new type of rural cooperative medical care system; secondly, it puts forward new rural cooperative medical care system problems that exist in the implementation process through practical investigation in GanNan Zhou; again, it analyzes the cause of the problems from the terms of NRCMCS’s propaganda, information management, economic development; finally, it puts forward countermeasures and suggestions to solve these problems according to the requirement of future development of the GanNan Zhou NRCMCS, in addition, this article analyzes GanNan Zhou’s Tibetan medicine system, for the sake of providing some references for the development of new type of rural cooperative medical care of Tibetan area.In order to promote the new rural cooperative medical care system in practice the healthy and sustainable development, we should not only reviewing the development course of traditional rural cooperative medical care system, comparing the similarities and differences between the old and new cooperative medicals, summing up the experience NRCMCS’s implementation in theory, but also find problems existing in the implementation of the new type of rural cooperative medical care system in practice, so as to solve the scientific design and the theory problem of the new rural cooperative medical care system well, and we must give full play to the functions of the main body and standardize the behavior of the subjects to the continuously in practice, at the same time we also must create good external environment constantly for the healthy development of the new type of rural cooperative medical care system.The perfection of a new system needs to experience a long process, and it needs constantly summarize up experience and keep pace with the times. With the continuous development of social economy, the external environment that the new rural cooperative medical care system faces is changing, meanwhile, along with the constant implementation of the new type of rural cooperative medical care system, new problems that the system itself faces will appear unceasingly, and the solutions must be adjusted and perfected correspondingly. Therefore, the study of new type of rural cooperative medical care system itself should also be sustainable.
