Since the reform of1978, a large number of rural surplus labor have gone into the cities, which promotes the development of the industrialization and urbanization of China, makes a great contribution to the development of the society. However, within the last ten years time, the new generation of migrant workers that belong to the1980s and1990s, gradually show a different way of daily life from the older generation of migrant workers, have different discourse systems about the city "work". And they are in the stage of farewell the "town-city" wandering, making efforts to speed up the process of integrating city life comprehensively, to get a new social identity. Because of long-term existence of "urban-rural divide and conquer", the new generation of migrant workers’demand of social inclusion is increasing, but the current social policy system is lagging, the two phenomena form a new contradiction. For the policy and institutional constraints, migrant workers only achieved the "labor movement" and the transfer of the "professional identity" in the process of migration, but did not achieve the transfer of social status of "farmers to citizens". Migrant workers in the cities can not enjoy the same "urban" treatment like the urban workers, and can not enjoy the basic public services of the city equally. Of course, the new generation of migrant workers are different from the older generation of migrant workers in demographic characteristics, values, and other aspects of occupational outlook, which makes the new generation of migrant workers more susceptible to marginalize, so their social integration becomes more urgent.As "To further promote the reform of the household registration system view" that drafted by the State Council on July30,2014noted,"must adhere to the people-oriented, strive to promote the urbanization of the resident populations who have the ability to obtain the stable employment and live, propelling the urban basic public services towards full coverage of the population."This highlights the government attaches importance to the new urbanization of migrants in the advancing urbanization, hoping to promote the innovation of the social management by reforming the household registration system, to achieve equalization of basic public services, to achieve the goal of migrant workers settle in the town. From this point of view, the migrant workers can only integrate into urban to complete their transformations of "citizens"; only get access to urban public services equally in order to achieve the social identity; only share the positive results of the reform and opening up in order to get rid of the plight of the "pseudo-urbanization" really. Obviously, in a new stage of development that accelerating innovations about the social management systems, the social inclusion of migrant workers has become an unavoidable problem.For now, the study of new generation of migrant workers mainly focused on the theory of social exclusion, social capital, human capital,etc. These researches laid a good academic foundation of the in-depth analysis of these difficulties faced by the new generation of migrant workers, but the issue of "unity" is more obvious. This study tries to embed development dimension of the social policy in the thinking about social integration of the new generation of migrant workers, in other words, through balancing the relationship between economic and social policies in the social inclusion of new generation of migrant workers, aims to focus on social investment to the new generation of migrant workers, to resolve the dilemmas that formed in the aspects of institutional, economic, social, and organizational and provide some appropriate countermeasures.This paper analyzes the status quo, issues and causes of the new generation of migrant workers’social inclusion, by doing an empirical research on the two communities in Hangzhou, and taking the theory of developmental social policy as the perspective, analyzing the feasibility of the new generation of migrant workers’social inclusion, making conclusions as the following:First, economic policies are conductive to solving the fundamental problem about existence of the generation of the migrant workers’ social inclusion, and social policies are conductive to address the problems such as social exclusion and human capital shortage. Only put equal emphasis on the economic and social policies, can do the generation of migrant workers achieve social inclusion. Secondly, the plight of the new generation of migrant workers has many causes, for example, the isolation of urban-rural system, the lack of social organization platform, the discrimination of urban residents, the shortage of the human capital and social capital. Therefore, to get rid of the diverse plights of the new generation of workers’ social inclusion, the government should increase innovation of policy from a long-term strategic point, pay attention to investment in human capital and social capital, encourage multiple subjects to participate in social practice, promote the common development of economy and society.
