In the twenty-first Century, the construction of a highly-qualified civil servant team, the optimization of its structure, and the promotion of the international competitiveness of the government has become the most important issue and priority for governments around the world. Public financial management play an indispensable role in the work of the government. Both the organization and distribution of fiscal revenue and the supervision and management of finance cannot do without the support of the financial work. The government is the main body of public financial management, and it’s mainly the financial personnel in the government system who undertake the specific daily work of the public financial management. Therefore, the team construction of financial personnel will have a direct influence on whether the public fiscal policy is fully executed. But relative research on team construction of the financial personnel is lagged far behind. Therefore in this thesis, a research has been made on the basic condition of the Finance Bureau leadership and the grassroots financial workers, and the present situation of the management of financial team has been evaluated. On the basis of the former work, the general situation of the financial team construction of Jinzhou New District is studied, the problems in the construction and their causes are thoroughly analyzed, and some countermeasures and suggestions are put forward.Firstly, the questionnaire investigation method is adopted in this thesis, and a questionnaire on the present situation of team construction of the financial staff in Jinzhou New District is designed, using the software of SPSS19to analyze the reliability and validity of the questionnaire.Secondly, through analyzing the results of the survey, questions such as the unevenness of quality of the financial staff, the unsatisfactory training effect, the urgent need to optimize personnel allocation and flow mechanism, inadequate performance appraisal and supervision and management, and the lack of career planning for financial staff are found in the team construction of Jinzhou New District financial personnel.Finally, countermeasures and suggestions on the financial personnel team construction of Jinzhou New District are put forward, including the strengthening of professional ethics of financial staff, general capacity building and the construction of training management mechanism, further improving and perfecting the financial personnel management mechanism, to further implementation of the performance appraisal and incentive measures, and actively carrying out career planning, etc.This thesis explores the management mode of the financial personnel team construction under the participation and guidance of the New Area Administrative Committee, and discusses theoretically how the management of financial staff can better promote the development of this team. At the same time, through investigation and study, the thesis summarizes the existing problems of the team construction of financial personnel in New Area Administrative Committee, and then analyzes of the causes to find out the various factors affecting the financial staffs enthusiasm for work, and finally puts forward the countermeasures and suggestions, in the hope that these countermeasures and suggestions will play an active role in the team construction of the financial personnel in Jinzhou New District and in the development of its financial work. It is also hoped that these measurements and suggestions will provide certain reference to the financial personnel team construction in other areas.
