In March 2018,the eighth institutional reform began.China was in the key period of the reform.The economic and social changes were drastic.The government's management,supervision and service functions needed sufficient quantity and high quality human resources to implement.For the district,it is necessary for the government to maintain a smooth operation of the government and ensure the effective performance of the government by providing a contingent of moderate and high-quality financial support personnel.This paper,taking A District of Guangzhou as a case,takes the scale regulation of financial support personnel as the research content,using objective data and interview survey,combined with the main and objective information,comprehensively reflecting the basic situation of the scale and regulation of the financial support personnel in A District.At the same time,based on the data evidence of the municipal area,we explore the factors that affect the scale of the financial support personnel,and try to build a regulation model.Firstly,the scale of financial support personnel in A District during the "12th Five-Year" period is analyzed empirically.According to the information obtained from the interview of the objective data and the financial support personnel in some units of the municipal district,we found that the current A District has not realized the effective control of the total amount and structure of the financial support personnel on the scale of financial support personnel.At the same time,there are still some problems such as fuzzy control standards and lack of standardization in the provision of financial support.Secondly,according to the views of the regulation based on the literature review and interview survey,the factors that affect the scale change of the financial support personnel have been investigated by using the data from the A District to 2016 in 2000.The factors that can be considered when adjusting the size of financial providers are financial scale,population size and urbanization level.According to this,the regulation model is constructed and the total amount of financial support personnel in the future A area is predicted.A supplementary decision-making tool for the dynamic regulation and control of the scale of financial support personnel is given.Finally,based on the comprehensive analysis of the scale regulation of the financial support personnel,in view of the existing problems and the results of the model construction,we put forward the scientific clarification of departmental responsibilities,the strengthening of the "regulation" thinking,the standardization of the management of the staffs and the optimization of its structure,and the formulation of a scientific and rational compilation of the dynamic regulation and control of the compilation.To improve the supervision and performance evaluation methods to improve the use efficiency of financial support personnel and to establish the cooperation mechanism of three departments,such as management,personnel and finance.
