The socioeconomic development of China has became rapidly. The international status has rising and personnel exchanges become frequently. Now, in the entry-exit ports, the immigration personnel is increasing and frequenting. Due to the dramatic reform of the economic system, the dramatic change of the social structure, public crisis (including emergencies) has became high incidence, multiple, and frequent. Because of the special status, Entry-exit ports as an important place for foreign communication, it is facing the increasingly serious situation. Immigration situation is sustained growth. Not only led to the crisis probability increases, and also make range of the damage expanded. Today, in the entry-exit ports, public crisis has complex formation, wide range, and long time. A single department looks powerless to deal with the problems. It must through multi-sectoral, multi-channel, multi-faceted to deal with public crisis in the ports and ensure the order of entry-exit ports stability.Based on the basic theory of multi-agency and co-ordination mechanism in public crisis, this article compared the multi-agency and co-ordination mechanism situation of the United States, Japan and England and pointed out the current situation and analyze the multi-agency and co-ordination mechanism. It’s comparing characteristics of the public crisis management linkage mechanism at entry-exit ports and analyzing the problems and deficiencies. Finally, based on the development situation of entry-exit ports’ public crisis management and learn from the advanced experience of foreign countries. From the legislation safeguard, the information security, organizational guarantee three point of view, and explored the improvement measures of multi-agency and co-ordination mechanism for the entry-exit ports. Administrative concept and the evolution of institutional structure influence the public crisis management. The pattern brought up in the article is nothing but what needs to be improved in the practice. All in all, the relevant comments in this paper have specific adaptability and limitations.
