The Economic Analysis Of Chinese State-owned Enterprise Managers Crimes Issues

Based on the analysis of duty crime related problems of state-owned enterpriseoperators in the current state of the case filing and investigation，one of the importantaspects of the state-owned enterprise managers of duty crime is the state-ownedenterprise managers’ crime. With Chinese state-owned enterprises has been thetransformation and the reform，the operator of duty crime problems at this stage cannot be underestimated，this task of preventing and suppressing the managers ofstate-owned enterprise functionary crime has been very urgent. This paper uses therelevant theory of economics，starting from the present situation，the characteristics ofduty crime，the special connotation of the state-owned enterprise manager’s dutycrime，so as to study the fundamental reason of state-owned enterprise operators dutycrime appears， some feasible suggestions are given in order to suppress thestate-owned enterprise manager’s duty crime.The first is an introduction to the research background and significance of thetopic，defines the concept of the crime of occupation and economic exposition，andpoints out the special connotation of the state-owned enterprise managers duty crime.Secondly，this paper focuses on the influence of the status and features of thestate-owned enterprise manager’s duty crime and the development of state-ownedenterprises. Thirdly， analyzing the causes of duty crime by the operators ofstate-owned enterprises from economic view，four main reasons are pointed out：thepursuit of profit of the economic man，cost and benefit analysis，lacking of incentiveand restrain mechanism，social game and property right system is not perfect.Threecountermeasures and suggestions are given at the end of this paper，concerning inhow to prevent duty crime by the operators of state-owned enterprises：The first one is to increase the crime cost of it，including the increasement in the psychological，opportunity，and penalty cost during the process of duty crime.Second one is toreduce the revenues of duty crime by the operators of state-owned enterprises，deepenthe reform in enterprise internal supervision mechanism and build a scientific andefficient supervision mechanism for the operators of state-owned enterprises.Thethird one is to increase the effective incentive mechanism such as annual salarysystem，the share and spirit incentive mechanism.Through improving the relationships between the cost and revenues in the dutycrime by the operators of state-owned enterprises，increasing the efficient incentivefor the operators，in further preventing the duty crime problems by the operators ofstate-owned enterprises effectively，we can promote a better development for thestate-owned enterprises.
