Research On The Legal System Of Hainan Coral Reef Protection

Coral reef ecosystem primary productivity is the highest ecosystem in the ocean, it is the most biologically diverse area, it has very important ecological value, but the coral reef ecosystem is very fragile, easily damaged, if destroyed, it is difficult to recover, so we should strengthen the protection of coral reefs. Hainan Province’s coral reef is very rich, because of its unique favorable geographical location, but also damaged in varying degrees, so we need to require the establishment of a sound legal system to protect the coral reef. This paper is mainly studied on coral reef protection legal system.This paper mainly consists of three parts. The first part expounds the present situation of coral reefs, as the text discusses of the wedge; second part mainly analyzes the existing problems in the coral reef protection; the third part mainly put forward the solutions. The text is divided into four chapters.The first chapter introduces the status of coral reefs in Hainan, and introduces the unique concept of coral reefs and the irreplaceable important ecological value, through the display of the present damage serious reality, emphasizes the necessity and urgency of conservation importance.The second chapter introduces the protection system and the existing problems of Hainan Province’s coral reef, through introduces and explains the main contents of the legal system of Hainan Province, analysis the following five aspects, concrete analysis the low cost on the illegal excavation of coral reef; the system of coral reef nature reserve is not perfect; the obligations and responsibilities of the diving tourism enterprises are not clear; Hainan Province coral reef restoration system is not perfect; The Hainan Province’s regulatory system of illicit trade in coral reefs is not perfect.The third chapter mainly discusses the relevant provisions of the Australian Great Barrier Reef protection and its enlightenment, mainly on the introduction and analysis of the aspects of ecological protection and management system. Because the coral reef protection in Australia started the earliest, the related system construction is also the most early, the effect is relatively good, to Hainan Province, the protection of coral reefs provide lessons and experience.The fourth chapter puts forward the legal system of the Hainan coral reef protection perfect suggestion, aiming at specific problems described some countermeasures and methods, mainly put forward the following suggestions from five aspects:improve the illegal cost of illegal excavation of coral reef; improve Hainan Coral Reef Nature Reserve System; to strengthen the supervision and management of coral reef conservation tourism in the diving; improve Hainan coral reef ecosystem repair system; improve Hainan coral reef illegal trade supervision system.
