The Study On The Assistance And Administration Of Wandering Begging Problem Of Tianjin

Recent years, with the increasing report of the wandering begger-related phenomenon, wandering beggars are raising more and more attention of the government or even the whole society. The deep thinking and discussion of this problem is related to the benefit balance of different groups and the healthy relationship development of individuals and society. It is also very critical to the construction of higher level of social equity, the improvement of government responsibility and even the lasting political stability.Based on the related theories and many different methodologies like documentary research method, empirical method and qualitative method, this thesis is trying to have a deep research and analysis on the current administrative situation of wandering begging phenomenon. With the reference of the advanced institutions and experiences, this thesis is trying to give some suggestions to the solution of this problem according to the difficulties existed on the management of this phenomenon.According to the research of the management situation of Tianjin wandering begging problem, I summarize the main reasons that lead to the administration dilemma. And give my suggestions from three aspects. From the perspective of legal principle, we need to realize the balance of rights and obligations between subject and object. From the perspective of regulation, government should perfect the matched regulation system such as education, medical care and employment to realize the smooth and effective cooperation of different areas. As for the conception, government can thoroughly solve the problem by developing the economy and adjusting income distribution policy.
