July1,1930, the National Quarantine Service managementestablished under the leadership of Dr.Wu Lien-teh, although theexistence of the organization only for seven years, but this is a rare shortdevelopment period of Quarantine act.Because of its special status, notonly related to the maintenance of public health, but also related tonational sovereignty, the centralization process issues and themodernization.Establishment of National Quarantine Service is not onlyto protect the public health and safety of the people, but also a symbol ofnational sovereignty regained and the demands of modernization ofpeople. So by the history of the National Quarantine Service today, wecan better understand and demonstrate the complexity and mixedcharacteristics of China’s modernization.Republic of China was founded in1928is a namely shell,theNational Quarantine Service is a shell too in1930.We will be surprised tofind that, on quarantine issues,the main contradiction is no longer withforeign conflict.The split, stirring era given multiple meanings to theNational Quarantine Service.
