Transformation of government functions is an important area ofadministration and public management research, under the background ofthe world economic globalization、China has established a market economyand international trade has become increasingly frequent and People’sawareness of democracy has improved, to establish a democratic, clean andefficient government management system is not only the need of nationalpolitical development, and the need of economic development, but also theinherent requirements of the government’s own development. Currently, theconstruction of service-oriented government has become the basic directionof government reform, and the logical starting point and vested of thegovernment institutions’ reform, in the reform of government institutions,the transformation of government functions is a key government reform. So,if there is no complete transformation of government functions, governmentreform goals can never be achieved.In promoting the transformation of government functions andinstitutional reforms, inspection and quarantine system as a verticalmanagement agencies in the country, as the important institutions of theentry and exit of administrative law enforcement and supervision of ourgovernment established, has an important role and significance in promoting China’s foreign economic development and ensure smooth entryand exit of goods and people, animals and plants to avoid the spread ofinfectious diseases and epidemics among countries, national security, etc.Under the new situation and background, to fulfill the functions ofinspection and quarantine authorities is also faced with many problems, tosolve these problems in the final analysis depends on reform, and the coreand key of reform is to change the functions. Therefore, the inspection andquarantine authorities concerned, only in the overall transformation ofgovernment functions required to effectively do their job functiontransformation, in order to effectively fulfill the functions of theimplementation of the inspection and quarantine target given by the State,to better adapt to the new situation at home and abroad, and the need ofnew developments,to provide an institutional guarantee and intellectualsupport for the healthy development of China’s market economy andforeign economic.Intention of writing this article is about to research that in the processof transformation of government functions of inspection and quarantinesystem how to adapt to the new international trade, research new marketrules and the new international political and economic order, trying to bemore systematic study proposes to explore the functional changes in theinspection and quarantine of theory and practice, providing theoreticalsupport and policy recommendations for changes in the inspection and quarantine system functions.Therefore, this article mainly through literature、describing、law andnorms research methods, uses public management theory, service-orientedgovernment system theory and performance management theory，describes the development process and functions evolution of China’sentry-exit inspection and quarantine, proposed inspection and quarantinefunctions changes motivation in the internal and external, as well as themajor issues faced, and for the problems of system anealysdis, theoreticalgeneralization, the author puts forward policy recommendations andopinions on changing the functions of inspection and quarantine.
