Study On The Coordination Of Chinese Inspection And Quarantine System With WTO And WHO

As the epidemic continues to spread,alarming numbers of deaths and infections are reported all over the world,and news of new coronaviruses being carried in the outer packaging of imported and exported goods from China comes in from time to time,more attention should be paid to health prevention and control in order to prevent the spread of the epidemic in China.At the same time,while actively dealing with overseas trade restrictive measures,we should also make use of our own advantages to formulate corresponding overseas trade measures to cope with the complicated foreign trade environment,to ensure that China can carry out normal international trade activities in case of epidemic prevention.The inspection and quarantine system is clearly stipulated at the legal level.It is able to identify and block the entry of infectious disease sources by means of identification,inspection and inspection by various technical personnel and law enforcement personnel,it is an effective system to prevent the spread of infectious diseases between foreign and domestic.However,our inspection and quarantine system has been revised in recent years,there are still many gaps to be filled and improved to cope with the current severe epidemic situation and international trade situation.And the international trade barrier is not only an obstacle that China needs to overcome when other countries carry out international trade,but also when analyzing the international trade barrier,studying the principle,combined with China’s own inspection and quarantine system,China can also use international trade measures within the WTO rules to prevent some unqualified or virus products from entering the Chinese market and causing unnecessary losses.This article will be divided into three parts,the first part of the inspection and quarantine system in detail about the definition and development of China and foreign countries,at the same time will introduce China’s current inspection and quarantine system.The second part starts with international law,from soft law to hard law,both the World Trade Organization and the World Health Organization have corresponding parts on inspection and quarantine to protect the health of human beings,animals and plants all over the world,however,it has resulted in many international trade barriers,studying the basic principles of the relevant agreements,use case studies to show how technologically advanced countries or alliances can use the principles in agreements to protect their interests in international trade.The third part will enumerate the problems in the inspection and quarantine system of our country,how to make up and perfect the inspection and quarantine system of our country from the inside and by using the rules of the agreement under WTO.
