Grassroots NGOs in China developed since the Reform and Open, prevailedsince the Beijing Word Conference on Women held in1995, grew in boom after thetide of voluntary and donation aroused by the Wenchuan Earthquake in2008. Chineseexperts generally named NGOs that founded and organized by common people forconsciousness of voluntary participation or self-service as “Grassroots” NGO, tounveil the “civil behavior” quality distinguished from government, market and familyand realistic circumstance featured by lack of resource, ability and legitimacy.Expanding of Chinese Grassroots NGOs has altered the wholesome pattern thatomnipotent government monopolize public goods supply, plays a irreplaceable role inadding public goods supply and improving the quality of public service, while it isstill facing constraint of interior and external environment. Voluntary action guided bycivil spirit shows diversity inevitably, the nature that rooted among the people makesthe Grassroots NGO vulnerable for sophisticated influence direct or indirect frommicrocosmic environment, therefore Chinese Grassroots NGOs varied duringinitiating and founding process, then their action demonstrated different condition.Through positive survey from March2012to December2013,circumstance ofover10Grassroots NGOs in Shanghai reflects the phenomenon in general thatGrassroots NGOs always make choice under the restraint and limits set by cognition,information, resource and others rather than attempt to optimal act according to ration.On summary and analysis of survey material,6sample Grassroots NGOs selectedshows obvious type differentiation in growth path from initiation to establishment,action strategy on different aspect and stage after establishment shows type differentiation as same, corresponding of types between growth path and actionstrategy unveils the relevancy between the two. Combine with relative documents, itis found that the two core elements of growth path, social capital and initiativemotivation, directly determined unique difference of action strategy of GrassrootsNGO, but spontaneous transition of the two core element can cause the transition ofaction strategy. Meanwhile, environment elements as the rule of development ofGrassroots NGOs, policy and institution, society culture, the third sector development,which plays the vital role of regulation on the effect of growth path, continue shapedcommon trend in varieties. Based on comprehensive analysis of practical andtheoretical material, the relevancy between growth path and action strategy is provedto be existing, and the assumption about influence of ascribed elements has beenproved. Talking back to the significance of Grassroots NGO to Chinese society,flexibility and diversity of Grassroots NGO’s action compensate the inadequate ofgovernment and market in public goods supply. Independency, freedom andspontaneity of its growth path release innovation ability among society and inspirepeople’s passion to participating in public activities, therefore abundance of typedifferentiation of Grassroots NGOs has positive effect on its development in the longrun.Discovering, analyst and exposing the relevancy between growth path and actionstrategy of Grassroots NGO is to demonstrating future trend of dynamic transitionprocess rather than cling to the advantages and disadvantages in static feature,providing experience that can be refer to for the participator sponsor, manager, andpractical proof for government to improve policies. Autonomy, independence andvariety in actions of Grassroots NGOs will not be altered whether the environment isrigid or loose, and joint effort from all parties to create a beneficial social environmentwill not only bring spring for Grassroots NGOs’ growth but also support favorabletransition of Chinese society strongly.
