It is very important for rural grassroots NGOs to maintain a good interaction with the external environment,so their organizational action strategies are always adjusted and transformed along with the development of the organization.Under the background which dominated by the government,this research focuses on the organizational action strategies of rural grassroots NGOs from a dynamic view in the external environment and how to interact with the government so that they can obtain their own resources.Based on the theory of resource dependence,this study makes an in-depth analysis of the cases to show the process of rural grassroots NGOs from the initial to maturity,and how to choose the organizational action strategies in order to obtain resources.In China,the government is in the leading position and has a higher discretion.As one of the providers of organizational resources,the government endows rural grassroots NGOs with material resources and legitimacy.Therefore,the government plays an important role in the allocation of resource supply.In this context,in order to meet the needs of their own growth and development,rural grassroots NGOs must constantly obtain various resources.Legitimacy resources are the basic conditions for the survival of rural grassroots NGOs,while funds are the important resources to maintain the sustainable development of the organization.Obtaining legitimacy resources is an important prerequisite for the survival of the organization,and fund-raising work has become an important part of the operation of the organization.In the process of development,the organization has been striving for the opportunity to obtain legitimacy and more financial support.Based on the two dimensions of resource substitutability and autonomous control of organizational resources in the theory of resource dependence,this study explores that when rural grassroots NGOs facing the different combinations of the two dimensions,how to choose the organizational action strategies in different development stages to meet the resource needs of maintaining the operation of organization.
