The professional morals of Public organization jobholder are important for public service, public goods, public security, public order and impartial and democratic political and economic circumstance. The professional morals of public organization jobholder have been made great progress in China, but there are many problems exist. How to strengthen and norm the professional morals of public organization in our country have been a subject which needs a deep research.The full text is divided into four parts:Introduction is the first part of the text. It described the reason for the purpose of selecting the subject and research significance. And it hackle the correlation study of home and abroad, and it described the research method of the text.The second part is about the overview of public organization personnel professional morals construction. First the concept of public organization and public organization staff has carried on the definition and classification, and then analyses the the role of practitioners in the public organization elements; Second is about the definition of the concept of moral and professional morals, and then describes the concrete embodiment to public organization staff of professional morals.The third part of public organizations employing professional morals existing problems were analyzed. This section analyzes the current situation of public organizations employing professional morals, and states that the mainstream is good positive, rising and progressive. Including legal concept gradually increased awareness of equality becoming mainstream, significantly enhanced consciousness, enriching the gradual establishment of other aspects of thinking; Secondly, analyzes the employees of public organizations of professional morals problems, Including public organizations employing less than professional morals education, public organizations professional morals unscientific assessment system, the lack of public organizations professional morals legalization construction, public organizations employing professional morals and other aspects of the supervision mechanism is not perfect.The fourth part is to strengthen and improves the countermeasures for the construction of professional morals of public organizations employees, This section in view of the above mentioned problems, put forward to strengthen and improve countermeasures for the construction of professional morals of public organization employees. Mainly includes:One is to strengthen public organizations from personnel of course of professional morals education, such as strengthening the construction of professional morals training and related theory, give play to the role of public opinion guidance, to set up the complete coverage of credit archives system and so on. Second, establish the inspection rewards and punishment mechanism, such as establishing scientific and applicable specific ethical evaluation index system, the integrated use of a variety of ways, emphasis the moral practice, emphasis on the application of results and real cash rewards and punishments measures. Third, improve the legal system, in particular as far as possible to avoid public authority "discretionary" fuzzy boundaries, space is too large problem, and effectively solve the universal implementation of the system of laws and regulations lax, ineffective oversight of law enforcement issues.
