The Research On Comprehensive Utilization Of Shandong Sea Area Cruise Resources

With the rapid development of China ports enterprises, the volume of vessels shipping in and out is increasing, and the task of maritime supervision is becoming more and more important. In order to enhance the supervision of maritime, different concerned departments conduct their own patrols more often according to their respective tasks, such as Maritime Affairs bureau, Maritime Safety administration, fishery administration, coast guard and customs. All these demands result in more cruise ships being needed which consequently request higher and higher cost. However it is common for several ships from those different supervision departments but patrol on same area, which cause cost increased while working efficiency reduced.In accordance with current practice, this paper analyzes the main maritime departments’present situation, their duties, cruise boats equipment and patrol efficiency like Maritime Affairs bureau, Maritime Safety administration, fishery administration, coast guard and customs, and further analyzes the advantages and disadvantages on China present sea cruise situation. What’s more, in the reference to foreign countries ordinary practice, taking US coast guard as example, this paper discusses the current situation of the comprehensive law enforcement and efficiency and comparing with foreign country on both advantages and disadvantages on sea cruise affairs, and put forward the rationalization proposals for reformation in view of the current situation of Shandong area sea cruise.Theoretically, mainly based on relevant theories of public anagement, this paper according to the principle of comprehensive utilization of public resources under public administration, puts forward to making full use of existing cruise resources to improve the efficiency of the sea cruise and maximize the social efficiency.This paper analyzes the present working situation and existing problems of Shandong area sea cruise concerned departments on the basis of Shandong area sea cruise current practice and comparative analysis at domestic and abroad, in a method combining theory and analysis. Meanwhile, based on Shandong area sea cruise current practice, this paper further analyzes the working roles and functions of these concerned cruise departments and offers proposals for relevant public policies.
