Study On The Rights Protection Of People Belonging To Minority Groups

There are one or more minority groups in every country distinguished from thedifference of national or ethnic, religious or linguistic. Minorities and minority groups hasbecome a kind of political power and interest groups influencing social development, and alsobecome the important factors influencing the international relations. Their existence andfeatures cannot be ignored by international organizations and agencies. Protecting the rightsof minority groups which, for the dignity of people, cultural diversity, the stability and peaceof the world have extraordinary effect, and it’s also an important factor in preventing conflictand violence.The protection for minority groups rights began from early religious protection, causedextensive concern of the society from all walks of life after the Second World War. Since the1990s, the minority groups rights protection has comprehensive development. The conventionof minority groups rights protection, such as declaration, the academic research emerge inendlessly. This article analyses the minority groups rights protection on the basis of theinterpretation of the rights of the minority of people. The generation of the manifesto has itsprofound theoretical basis, legal basis and practical needs. It is a product of long-termhistorical development, and a product of an era.The content and the provisions of the measures of the declaration is very comprehensiveand specific, from a certain perspective, it can be said to be the authoritative interpretation ofof article27of The International Covenant on Civil and Political Rights. Its emergenceprovides international legal basis and action guide to protect minority groups rights forcountries around the world. It is a milestone in the history of the protection of minority groupsrights. It is not identical of the international community in the implementation of thedeclaration, but totally in the direction of health. Particularly in2012, on the20th anniversary,the international community sponsored a variety of activities which summarized theachievements, the challenge and the possibility of the solution in the protection of minority groups. This article mainly discussesthe rights of the minority groups from the overview, implementation mechanism ofdeclaration of the rights of minority groups, and the new progress of minority rightsprotection by20years. Firstly, this paper briefly introduces the oretical basis, legal basis andthe realistic need of the declaration of the rights of minority groups. Secondly, this paperanalyzes the declaration of the rights of the minority of people’s purpose, principles, maincontents and its effectiveness. Thirdly, it analyzes the main problems of the declaration of therights of minority groups espectively from the level of the international, regional and China’sactual situation. Finally, the paper analyzes the new institutions based on the declaration, orthe new functions of original institutions, and summarized the progress of minority rightsprotection over the past20years.The issue of minority groups’ rights protection is a historical problem, which can not besolved in short time. It needs long-term unremitting efforts of all walks of life. Thedeclaration of the rights of the minority of people, has made some achievements, but there aresome problems, which need further measures and legal policy, and the perfection ofsupervision mechanism to fully realize the protection of the rights of minority groups.
