They characterized by their own ethnic or religious identity which differs from that of the majority population. They effwct the country's stability and peace in the world because of the special require of their own exist and development. They are crucial force of astable factors in their country. The issue summarizes the subjective factors, objective factors of consisting of minority rights and the relationship between them by simply introducing the trying of the concept of minority rights of orgnazations, experts and scholars at home and abroad and the relationship between the concept and other relevant concepts. It analysises the approach of protecting of the minority rights in the international society and inland. It simply introduces the practice and legal rule of the protecting of the national minority in China, and the necessity of importing the concept and how to define the scope of the minority rights in China.
