A Study On Present Situation Of Grassroots Police Professional Ability

With the deepening of reform and opening up, the division of labor is getting more andmore meticulous in our country, the transformation of scientific and technologicalachievements more widely, any professional specialization will increase, in the process, policeprofessionalism will become a reality. However, China’s current police enforcement capacityoften been questioned, the level of professional competence of the police has seriouslyaffected the professional image of the police; For the police, the police profession is a highcapacity requirements of the job, grassroots police in their daily work, the knowledge andskills of law, first aid, fighting are being frequently used, and some of the knowledge andskills are needed but lack of insight by themselves. Such demand has promoted the studies onthe ability of the police profession. This article is based on the professional ability enhancingof the grassroots police, starting from the theoretical basis of professional ability of grassrootspolice, to learn from experience of the professional ability enhancing of the American police,and analyzes the related factors which influences the professional abilities of grassroots police,propose the methods how to enhance and solve the professional ability of the grassrootspolice, and gradually improve the combat effectiveness of grassroots public security organsthrough other methods such as sound mechanism.In this paper, the structure is divided into four parts, the first one to three chapters, is thebasic theory part of the professional competence for the grassroots police. The opening of thisarticle describes the significance of enhancing professional capacity of the police in ourcountry, then defined the related concepts of professional ability of grassroots police, by theconcepts, the author believes the grassroots police professional ability is constituted byprofessional knowledge and professional skills. Second, the article describes the Americanprofessional capacity enhancing thanks to its experience of specialization and training ofpolice.The second part of this article is about how to create the model of grassroots policeprofessional ability. The author will create the grassroots police professional ability model bydecomposing and refinement the professional knowledge and professional skills, so can usethe model to reach the purpose to quantify evaluate the police professional ability.The third part of the article is empirical study of the investigation of the police professional ability of LY District Public Security Bureau. The author use the principles ofgrassroots police professional ability model, to obtain the required data of the model byorganizing the investigation, and analyze the date to obtain the status of professional ability ofthe police by LY District Public Security Bureau.The fourth part of this article is the section about the suggestions of enhancing theprofessional ability of grassroots police. To establish a system about police vocationalqualifications, the police professional development.To improve the entry standard of theprofessional police, we can use the heat of the civil service exam, raise the entry barriers inthe academic, professional and so improve the professional training system, trainingorganizers of the public security organs can reach the best training effect through the reformof training content, training methods and training system;To enhance the professional capacityof the police to establish incentives to improve the professional capacity of the police toenhance the driving force.
