The Study On The Implementation Of The Synchronized Video Recording System Of Interrogation Of The Public Security Organ

The formal establishment of the Investigation synchronized audio and video recordingsystem once again raised academic concern. How to run the system in the specific practice?What are the problems? This paper is carried out byquestioning the status of the implementation of the Investigation synchronized audio andvideo recording system of the public security organs,analyzing its problems, and on thisbasis propose workable suggestions for improvement. In addition to the introduction, the textis divided into four parts:The first part investigate the status of the implementation of the interrogationsynchronized audio and video recording system of the public security organs. From a macro-level observation, the work of the Investigation synchronized audio and video recordingsystem of the public security organs is developing solidly and orderly at all levels: developingrelevant codes of practice and rules, actively seeking local financial support, and activelypurchasing synchronized audio and video recording equipment, recruiting professional andtechnical personnel, starting handling work area and detention Center renovation project.From the micro-level visits, in the cases where the legislation rules the interrogation should besynchronized audio and video recording, the rules are usually strictly enforced by the publicsecurity organs. We can focus on the followingareas to play the role of interrogation synchronous recording system better: on the legislativelevel, the Ministry of Public Security should develop a unified implementation details; In theaspect of the material,the police should speed up the renovation of the work area of thedetention center and investigators interrogation room, increase the procurement of thesynchronized audio and video recording equipment, establish public security organsprofessionals; In the operating mechanism, the police should implement the recording subjectneutrality and keep record after first trial; on the supervision levels,the police shouldstrengthen internal supervision and introduce the external oversight, establish proceduralsanction mechanisms.
