With the gradual reform of the socio-economic and political system, the social structureof our country is gradually increased from one country into the state, society and markettrinity, changes of social structure freed public space, making the citizens to participate inpublic affairs of the country and more opportunities. Development of market economy formedthe subject of a diversified distribution of benefits, the economic benefits of the rights ofcitizens began to seek political autonomy increasingly strong desire to participate in publicaffairs. How to handle the relationship between the individual and the state, to build a new eraof important issues facing the citizens to become involved in systematic system.Social reality calls for a socialist market economy has required equality, rights,participation, participants in the competition and highly autonomous consciousness,awareness of rights and obligations is inseparable from the development of socialistdemocracy and the rule of law with the normative sense and rational public participationpersonnel affairs capabilities. After the reform and opening up international exchanges anddialogue increases, the process of communication with the West, emphasizing the rights andobligations of unity, focus on training the educated ethnic identity and autonomy of thecountry’s participation in political activity of civic education gradually into our educationalresearch vision. The role of civic education from Western discourse played under the systemis in line with the needs of social construction in China.Behind the development of civic society, not a multi-level system of civic education, thecurrent education system affect the education of our citizens is the reason behind the socialpractice.How to deal with the development of civic education to explore the relationshipbetween the individual and the state, for increased civic identity, enhance the actual executionof national public policy, promoting the socialist market economy and democracy, the rule oflaw has important significance. Therefore, this paper describes the importance of civiceducation and the development of existing problems, focusing on the theoretical guidance ofMarxist ideology and socialist core values of education, combined with the actual situation presented separately from the social consciousness, the state, society, individual citizens,education system aspects of civic education to enhance the effectiveness of the proposedmeasures.Specifically, the article is divided into four parts:Part I: Introduction theory of civic education, Marx explained the meaning and content ofeducation, the socialist core values, citizenship, civic education. At the same time, pointedout the significance at this stage to carry out civic education. Which focuses on thecomprehensive development of man, the rule of law ideological and theoretical education andsocialist core values of Marx.Part II: the starting point for the study of reform and opening up, through the mainachievements of civic education achieved and the problems described to understand the statusof the development of education in citizenship.Part III: respectively, from the social consciousness behind social development, not amulti-level system of civic education, the current education system affect the implementationof the three aspects of civic education to explore the reasons for the existence of the problemof civic education.Part IV: proposed measures to solve the problem of civic education, which is the ultimateend of this article, is the core and focus of the article, namely the development of the guidancecivic consciousness from Marxist ideology education, advocacy and nurturing socialist corevalues of three levels and to raise levels of the education system from the build civiceducation goals, methods and content specific implementation measures in social practice.
