Alienation And Governance Of Public Power Based On Family Culture Perspective

Public power comes from the people,whose essential attribute is publicity.So the set of its original and destination is to build public order and realize public interest.However,for various reasons,the public power is prone to be dissimilated in the actual operation process,which contrarys to its publicity,erodes public interest,generate power corruption.Alienation of public power has been studied mostly from political science,administrative science,sociology and other disciplines.Cultural perspective is a relatively new perspective.Culture is a way of life,which shapes people’s thinking way,idea,value,behavior,conduct,etc,often played a determinant role on the way and the shape of political life.Family culture is the core of Chinese traditional culture,hiding the unique political genes;having specificity,generalization and ingrained nature;generalizing the rules,form,operation mode of social and political organization;forming a unique social and political structure,such as Chinese family-state system and homogeneous family-state system and giving birth to the philosophy that self-cultivation improving and family management is the foundation of state governance.Family culture is an important perspective of Chinese social and political life.In the real life,the alienation of public power performances the rent-seeking behavior of public power,the deferred behavior of public power,the standard action of public power and so on-Alienation of public power has its deep-seated cultural roots.Influenced by the traditional family culture,government become the single body of public power running,lacking of civic participation;the public power is excessivly centralized,lacking of mutual supervisions and balances;public power is immune from the legal and moral;the value of public power is private,eroding public interest.Just all of these result in public power dissimilating.In the perspective of family culture,the path of governning alienation of public power is in establishing citizen-centric philosophy,shaping civic-body personality and protecting civil-rights realization in order to ensure the body of public power diversified;establishingthe philosophy about the coherence between power and responsibility,enhancing the effectiveness of power balance and strengthening the effectiveness of power supervision in order to construct the mechanism of mutual supervisions and balances of public power;establishing the legal awareness,completing legal system and enhancing the effectiveness of ethics in order to construct the specifications system of public power;establishing a correct interest concept between the public and the private,forming a culture atmosphere of independent commission for the public and paying attention to form a good a family tradition of leading cadres in order to realize public value orientation of public power.In multiple governance paths,we can optimizate the running political environment of public power systematicly and comprehensivly,curb the alienation of public power effectively,and gradually complete the state governance system,improve the state governance capacity,achieve social fairness and justice.
