| In today’s world, economy increasingly dependent on Science and technology, the economic development level is determined to achievements transformation in science and technology to contribution of the economy. On a large extent, competition economy in the world also performs for the degree of competition in the industrialization of scientific and technological achievements, therefore, all countries attach great importance to science and technology achievements transformation. In order to speed up the transformation of scientific and technological achievements into practical productive forces, improving the promotion of science and technology for economic development, countries considering of their actual situation of science and technology achievements transformation have formulated a series of laws and regulations to include the transformation of the scientific and technical result in the orbit of legal system, keeping the transformation of scientific and technological achievements by the law and increasing the rate of the transformation of scientific and technological achievements.Though many of scientific and technological achievements are created in China, but the conversion rate compared with the developed countries of the west is low, which is caused by the reason that legal system is still not perfect. This text mainly proceeds from visual angle of law, aims at resolving the problem of transformation of scientific and technical result of the hindrance existing in legal system of transformation of scientific and technical result, improving the legal system of transformation of scientific and technical result of our country, offering the complete law for transformation of scientific and technical result to support, promoting the transformation to the realistic productivity of the scientific and technical result. Through passing and introducing the laws and regulations on transformation of scientific and technical result of our country, this text mainly points out the problem which is unfavorable to transformation of scientific and technical result that exists in the legal system of main body and ensure of transformation of scientific and technical result of our country, reflects the blank in the law and regulation, strengthens the enforcement of the concrete law code. To improve the legal system of transformation of scientific and technological achievements, we reference advanced legislative experience on transformation of scientific and technological achievements of western developed countries, such as the United States and Japan, and absorb excellent legislative measures into the China’s legal system of technology results transformation.
