Deviation And Correction:Research Of Administrationization On Community Autonomy In YingkoCity

Based on the theory of relation between state and society and democratic autonomy with referring to the latest theory autonomy, the text describes the inevitabitity and necessity of community autonomy the text summarizes the experience and lessons drawing in the development process of uraban community autonomy, describing the administrationizational problems intheprocess of the community autonomy on it’s natare, forms and the exten. Author thinks the symbol of administration of community autonomy in Yingkoucity mainly shows functional settings and working cortent, staff management and appraisal system which confuses the difference between administration and community autonony in theory. In practicing, the government still takes the orgnization of community as one part of his government, which disturbs community autonomy. It’s essence is confusing the difference between management and autonomous, administrative management and community governance, endogenous power and functions, the author discribes it as "false-autonomy ". It’s becoming the important segment that the solve be found in the administrationizational problems.The text pinoints four reasons on administrationization of community, one is path dependence, the second is not to change ideas to new conditions, the third is that goverment still looks the community as one part of the government. The forth is lack of qualititied worker in community. To these problerms, the author gives the six measures should be done, one is to improve relevant laws and regalations, two is to simplify administration, third is to strengthen community autonomy policy supportment, forth is to reconstrct the comunity autonomy, fifth is to promote participation of residents in community management, sixth is that gaoverment should not desturb the community antomomy, but watch over the orpanization of community.
