Research On The Rural Social Security In Haikou City

Building comparatively well-off society in the round, key and difficulty are in a country. To analyze the current rural public security situation, and to explore the rural social security administration, are the desirability to maintain social stability in rural areas, and to achieve rural economic prosperity. With the deepening of reform and rapid economic development, social conflicts have become increasingly prominent, rural public security in the new situation and new problems are increasing, farmers in some areas, a general lack of a sense of security. To do this, how to strengthen the rural social security management, is a subject worthy of study.In this study, taking a seaside tourist city-Haikou City as an example, through literature analysis, questionnaire survey and field research, rural public security situation in Haikou City was analyzed. The results showed: Haikou City, the rural social security exists mainly problems:rural public security cases increased; usurpation in the case of public order in rural areas increased the proportion of cases; highlights the contradictions and disputes of rural folk; increase in mass incidents; increasing gambling and superstitious activities; stay increasing population led to emerging issues. The main reason for these problems is:slow growth of farmers’income, social status is not high; relatively low overall quality of farmers, lack the necessary legal awareness; imperfect laws and regulations, law enforcement is not enough; functions of the government has failed to effectively play the policies to assist missing; rural grassroots police force is inadequate, the lack of participation by the masses in rural areas of law and order; rural cultural construction lag, the security issue is not tackling the problem. On this basis, the countermeasures to strengthen the management of rural social order in Haikou City:innovative rural social security comprehensive management mechanism; improve the conditions of rural magistrates hardware; cultivate the new trend of rural social spiritual civilization.
