Investigation Into The Management Of Dalian Nanguanling Prison

As a sector of punishment execution, punishing criminals by prison and remolding their basic functions endowed by Prison Law play a vital role in maintaining social health and stability. At present, China’s legal system is increasingly perfected, the role prison management plays in social public management is growingly crucial, and the degree of social attention is also higher and higher. Enhancing quality of prison management and intensifying the effect of remolding criminals has become a key subject in the current development of prisons.Keeping a foothold at the reality of Dalian Nanguanling Prison, through an investigation into the prison management in this prison for the recent five years, and in combination with methods like questionnaire, interview, data query, etc., this dissertation raises the problems existed in the management work of Dalian Nanguanling Prison:Weakening remolding function of prison, insufficient configuration of basic-level police force, phenomenon of "Four don’ts", little avail of reform by education, dropping restrictive force of in-prison laws and regulations, and hard-to-secure doctor-seeing for criminals. Against the above problems, the theoretical knowledge in public administration, penology and other disciplines is employed to analyze ways to improve the management level of Dalian Nanguanling Prison and propose countermeasures of certain realistic significance including of increasing prison fund, optimizing police force allocation, improve the incentive mechanism of police, improving the level of reform by education, perfecting constitution of in-prison criminals and rising medical security of criminals through the analysis on prison fund, professional training of prison police, team construction of police officers, reform by education, constitution of in-prison criminals and medical level of criminals’hospital, on the base of referring to studies by others.In pertinence to the research into the management of Dalian Nanguanling Prison, this dissertation is aimed to provide an administration reference to boosting the level of prison management, and it also attaches a certain referential significance to other prisons within Liaoning Province. However, limited to the author’s level and data integrity, the concrete measures to perfect the management of Dalian Nanguanling Prison in this dissertation remains to be verified in practice.
