A Case Study Of Shenyang Government-affairs-cloud Construction Management

In recent years,government-affairs-cloud has developed from concept into actual construction gradually. Since2006, some domestic cities with high level E-government has begun to construct government-affairs-cloud, and now there are almost200government-affairs-cloud platforms across the country. Shenyang depending on its own developing characteristics has created a distinctive Shenyang government-affairs-cloud construction mode.This paper taking Shenyang government-affairs-cloud as a case study, analyzes and summarizes the achievements and characteristics of Shenyang government-affairs-cloud construction. Through horizontal comparison with some other domestic advanced government-affairs-cloud constructing cities, the gap between Shenyang and them is pointed out, and the problems and causes are analyzed too. Then, some management strategies are put forward to further improve Shenyang government-affairs-cloud construction, and finally some promoting suggestions about Shenyang government-affairs-cloud construction management mode are also put forward.Under the unique environment of developing E-government, by scientific and effective administrative management means, as well as various and practical constructing methods, Shenyang has formed a diversified constructing mode with a large distribution and also a scientific and efficient management mode. Compared with other domestic advanced government-affairs-cloud constructing cities, with its own features and also distance, Shenyang should further improve the management from four aspects of planning, system, capital and talent resources, in order to promote Shenyang government-affairs-cloud construction. At the same time, the government-affairs-cloud construction modeof Shenyang-small concentration, high dispersion, multi centers, centralized management, isfeasible and necessary to popularize.
