| After nearly a decade of rapid development,the scale of China’s government cloud has gradually expanded,reaching 52.77 billion yuan in 2019.Government cloud data centers have become an important basis for local governments to promote the process of "digital government",providing new possibilities for government departments to improve public service capacity and governance efficiency.At the same time,the government cloud data center,based on its own advantages,can help government departments to provide more accurate and high-quality public services,save the cost of government supervision and management and information collection,and ultimately improve the governance level and efficiency of local governments.Based on the above background,this paper attempts to analyze the influence of government cloud on the governance efficiency of local governments,and proposes some ways to promote the improvement of government governance efficiency in the future.In this paper,based on the theory of new public service theory and transaction cost analysis point of view,select level panel data from 2009 to 2017 in China,through the double difference method and theoretical analysis framework,construction on the cloud data centers for elements resources allocation efficiency,the efficiency of public goods supply,organization efficiency and the influence of three dimensional hypothesized empirical test.In this paper,the empirical results show that:(1)the construction of the cloud data center on organizational efficiency,the efficiency of public goods supply,factors have positive influence on resource allocation efficiency,namely the government cloud can promote the local government to promote the efficiency of governance:(2)the construction of the cloud data center for local governance effects of spatial heterogeneity exists.Among them,the influence of government cloud on the governance efficiency of the eastern region is the most significant,the influence on the central region is not significant,and the influence on the governance efficiency of the western region is negatively correlated.Finally,based on the above research results and combined with the development practice of government cloud in China and the development experience of government cloud in Jiaxing City and Fuzhou City,this paper puts forward countermeasures and suggestions for promoting the governance efficiency of local governments in the future.The research value of this paper is mainly reflected in three aspects: First,the impact of government cloud construction on the efficiency of government governance is empirically tested by using the differential method,trying to provide some new ideas for evaluating the effect of government cloud construction.Second,put forward some practical empirical countermeasures to better play the role of government cloud in improving the efficiency of government governance in the future,and promote the improvement of governance capacity and the construction process of digital government.The Abstract Part consists of both the Chinese abstract and the English abstract.The Chinese abstract should have the length of approximately 500 Chinese characters for a master thesis and 1000 for a Ph.D.dissertation. |
