J. The Problems And Countermeasures Of Municipal Cloud Construction

As an important symbol of the office modernization,the electronic government has been always one of the approach and means for the government to improve work efficiency.However,the development of the traditional electronic government has many problems,especially,under the big data background in recent years,when it is required by the people to get through the information barriers between various departments and platforms and realize the sharing of government information resources.As the the cloud computing technology develops more and more rapidly,its strong data processing capability makes governments and departments give more and more attention and research.The combination of cloud computing and electronic government provides foundation for the government to improve efficiency and create a new technology platform for communication with the public and has played an active role in simplifying government procedures and enhancing people's understanding of the government.Taking the theory of electronic government platform based on cloud computing as the research basis,this paper firstly uses the literature research method to discuss the concept and advantages of cloud computing technology and demonstrate the advancement and necessity of the electronic government platform based on cloud computing.The electronic government based on cloud computing,also called "government services cloud",has broken through the information barrier between departments and provided the technical solutions for data sharing and departmental collaboration;Has integrated the government information system resources and improved the utilization of government information-based infrastructure;Has avoided the the possibility of various confidential documents and private data leaks and increased the security of government information;And has provided a greener and more environmentally friendly,efficient and professional operation mode.Taking the electronic government platform of J City as the research object,this paper uses the methods such as case study and comparative study to deeply study the feasibility of the government services cloud platform,affirm its achievements and finds the obstacles it faces.J City uses the method of “replacing construction with purchase,professional service” to establish the government services cloud center,which is in the leading positions in the development of domestic government services cloud.With the establishment of the government services cloud,the data opening and sharing in J City has made certain progress,which has laid the foundation for the next construction of "smart city".However,although the government services cloud has solved the technical bottleneck problem of the electronic government of J City,the technical barriers still exist,leading to the slow progress in the establishment of the government service cloud,and great reduction of the effect of resource integration.Based on the in-depth analysis,this paper expounds the reasons for the government services cloud establishment problem in J City from the five aspects of restricted construction and management system and mechanism,incomplete top-level design,shortage of specialized talents,imperfect safeguard measures and deficiency of ideological understanding and conducts the in-depth analysis.A series of solutions have been proposed through referring to the experience of development of government services cloud in advanced countries abroad and it is recommended that the government shall establish a strong and effective construction and management system and mechanism,implement scientific and rational top-level design,and organize a professional talent team and sound and effective safeguard measures.As the forerunner of the construction of government services cloud,the successful experience of J City is worth being learned by other provinces and cities,and J City and other local governments shall pay attention to and avoid the problems and shortcomings encountered.The government services cloud platform is the inevitable trend of the development of electronic government so the government shall grasp the opportunity,rationalize the construction and management mode,improve the top-level design and realize the business process reengineering,thereby,in the new era where data is king,allowing the public to enjoy the benefits brought by resource sharing as soon as possible and laying the solid foundation for transformation and upgrading of the government as well as the construction of the service oriented government.
