Survey On The Current Status Of Rehabilitation Services For Disabled Person In Dalian Urban District

Therefore the government and public have paid more attentions on the disabled affairs accompanied with the development of social and economic progress. The first essential step to work for disabled people is to help to do their rehabilitations. Supply the best service of rehabilitation to the disabled people, let them fairly enjoy the entire, effective service in time is the basic requirement of the civic right, which is also the practical necessity for the disabled. There are354,000disabled people with different kinds of handicap in Dalian district. Therefore plenty of families are involved in the disabled affairs. According to the "Opinions on further strengthening the rehabilitation of persons with disabilities" instructed by the State Department in2002, the government of Dalian city set a goal as "rehabilitation for all disabled will accomplish in2015", moreover, promote variety of rehabilitation activities for the disabled people to guarantee the level of the service. Hence Dalian becomes one of the fifteen model cities of creative work for the disabled people.This article focus on the rehabilitation service supplied by the government of Dalian, it studied the general situation, development progress, rehabilitation institutes, professional workers and rehabilitation sites in communities of the rehabilitation service by the way of quantitative analysis and qualitative analysis. On the one hand, did visiting and investigating. Understand thoroughly the establishment, development, improvement of the rehabilitation service, and its financial sources and policies. On the other hand, did questionnaire. Enquire the actual conditions of the disabled people, whether they accepted the rehabilitation service, or whether they were satisfied with the service. Obtain the response of the disabled people about the rehabilitation service. Furthermore, knowing what is the requirement of the disabled people and what is the future and essence of the rehabilitation service. This article is based on the statistical analysis of the questionnaire, synthesized various interviews, reviewed the different surveys, comes to the conclusion that the problems which exist in the rehabilitation service, they are the weak management, lack of professional workers, lack of fund, lack of propaganda and emotional identification, and lack of community support.At last, this article gave some advices and development strategies on how to improve the rehabilitation service for the disabled people in Dalian. Firstly, improve the situation of the service supply institute who supply the service and their management. Secondly, try by all possible means to raise funds and classify the service. Thirdly, conduct propaganda of the rehabilitation service especially psychological rehabilitation. Fourthly, strengthen the ability of rehabilitation service of the community.
