With the rapid development of the Internet, the channels to participate into governmental affairs have been greatly broadened. However, in the social transformation time, there are many contradictions and imbalances which have caused some criminals to make use of the Internet to spread rumors and create social chaos and panics for their self-interests. Due to the size and number of rumors are small and harmless, although China has already begun to investigate the rumors before2000, the government’s attentions and crackdowns are still weak. At the same time, the State Internet Information Office has been fund in May2011, which means the government’s focus on the management of network information and public opinion has been elevated to the level of national politics.President Xi has been repeatedly stressing the importance of guidance to network consensus. The ability to guide the online opinion is related to the fate of our party, the country’s long-term stability and the solidarity and cohesion of our nation. The monitoring and controlling of public opinion on net has become a major problem in the new period. As the manager of public affairs, the Government must adhere to one rule on online rumors, that is "positive energy is the general requirement; controlling force is the absolute truth." On the one hand, we have to seize the position of emerging public opinion more quick and more stable; on the other hand, we have to strengthen the site’s monitoring and management, cracking down on Internet rumors according to law and promoting a clean cyberspace with civilized net managing and surfing, maintaining social stability and harmony.
