Benefiting from the popularity of new technologies represented by social networks and mobile multimedia,the exchanges and dissemination of social and public affairs are becoming more and more networked.The public participates in public affairs discussions through government micro-blogs,government WeChat,government portals,or online forums.In response,government departments also learn about public concerns,opinions,suggestions and feedback information about policies,industries through public messages on the Internet platform.The rise of Internet politics brings good new opportunities and great challenges to the governance of the country.At present,the development of government is gradually changing from management-oriented to service-oriented Information exchange under Web2.0 provides an important opportunity to improve the interaction between the government and citizens.Citizens' enthusiasm for expressing their opinions on the Internet is growing day by day.User-generated content(UGC)has significantly enriched the amount of information on the Internet.The unstructured data represented by text sets related to politics on the Internet has blown out,forming a huge amount of information space.At the same time,the huge amount of information makes it more and more difficult for government administrators to fully understand the user information and truly solve the problems of public concern.Whether government managers can give timely feedback is closely related to whether they really understand the information expressed by the publicWith the help of existing research status such as network politics,government-citizen interaction,text mining,and the existing research theories based on principal-agent theory,emotional contagion and network collective behavior,and social media and e-government,this paper takes the only national network politics platform-People's Network Local Leadership Message Board as the research object,based on the text mining method,this paper selects 60 797 public messages from January 1,2017 to November 8,2017 as the research sample to carry out a series of studies,and Three research hypotheses about the government response under the network politics platform were put forward.Specifically,the main research work and results of this paper include:(1)Text mining technology is introduced into the field of public management research,which broadens the analysis method of public management research.At present,the research on text mining has made abundant achievements,but the research on government text mining is still relatively small.On the basis of previous scholars'research,this study applies the text mining technology,such as topic model,sentiment analysis,to the government text,and takes the People's Network Local Leadership Message Board as an example to launch a series of studies.This paper provides a new research perspective and analysis method for public management research.(2)A topic mining model for public messages is established.The People's Network Local Leadership Message Board contains a large number of public messages.At the same time,there are many kinds of questions about public messages.In order to understand the feedback from the public more effectively,this paper uses LDA model and text visualization technology to mine public messages.Based on this model,this paper proposes a preliminary method framework for extracting potential topics of concern to government or policy makers from large-scale public comments and the thermal time series analysis.Local governments can adjust future policies based on the recommendations they collect and respond to the problem of public concentration.(3)A sentiment classification model for public messages is established.This paper establishes sentiment dictionary,degree dictionary,negation dictionary and connection dictionary,and puts forward a method to calculate the emotional inclination of public messages.In the field of e-government,the emotional analysis of social media is of great research value,which enables government agencies to monitor the feelings of citizens in real time.The traditional method(mail or collection of questionnaires)can not achieve this effect.At present,there are few studies on Emotional Analysis of government texts.This paper draws lessons from the research in the field of e-commerce,and applies its research methods to the public message under the People's Network Local Leadership Message Board.It excavates the emotional tendencies of the public message,and helps government officials to have a timely insight into the feelings and emotions of the public.(4)Kruskal-Wallis regression is used to test the difference of government response rate,including the different themes of public messages and the different emotional tendencies of People's Network Local Leadership Message Board,and the different levels of government portals.The existing research takes the platform of network politics as an example,and collects the specific data of the interaction between netizens and the government to analyze the influencing factors of the government response,However,there are few studies using Kruskal-Wallis statistics to test the difference of the government response rate.Judging from the current research results of Chinese scholars,the research on government response under the network governance is still in its infancy.The research results of this paper have certain theoretical value and practical significance to study the local government's response ability in the process of network politics.
