Study On Baihu People’s Voice-government Administration Of Operation And Management Of Network Government-inquiring Platform In Daqing

The construction of network government-inguiring platform in Daqing is one of the hundred projects concerning people’s voice,and one of the people-benefit projects in terms of protection and improvement of people’s voice made by municipal Party committee and the municipal government.With the popularity of the Internet and the growing demand for public participation in politics,and from the point of view of building a service-oriented government,current network government-inguiring platform is unable to fully meet the needs of the public.Studying government-inguiring of netizens,politics-answering of government,system construction and so on,this paper aims to explore a new model to further optimize and perfect the network government-inguiring platform in Daqing,and to promote the construction of a service-oriented government under the modern service concept.Firstly,Daqing network government-inguiring platform is described,and through the way of on-the-spot investigation,comb,generalize and integrate in detail feedbacks and suggestions from netizens and government respectively in order to summarize the problems existing in current network platform.Secondly,analyze in depth government management system,technical aspects and internet users,to find the root of the problems.Thirdly,on the basis of the problems and the root,learn the experience from the domestic developed area in the network government-inguiring platform construction,and put forward the new mode of operation and management of Daqing network government-inguiring platform with the application of information asymmetry,public governance,game theory and decision theory,which is the new mode of government leading,multi-party participation and cooperative governance.This is a new type of political model of government repositioning,self-discipline of answering authorities and Internet users’ effective questioning in the political platform.Taking a service-oriented government as the focal point,the government in the platform is not only a supervisor,but also administer and servicer of political environment;Internet users play not only as inquirers,but also as supervisors.This model can not onlyease the pressure of the government’s political response and improve the efficiency,but also help the netizens to consciously raise their awareness of politics and political affairs,and close the relationship between the government and the people.Through the comparative analysis method,a new mode led by government and participated by multi-parties with collaborative governance confirms that it is suitable for Daqing network government-inguiring platform to further optimize and perfect.Therefore,based on the actual data of network politics-inquiring,Daqing should implement four operation mechanism,promote the new mode led by government and participated by multi-parties with collaborative governance,further strengthen the capacity of public services,better serve the people,and make new contributions to the construction of well-off society.
