Interconnection is an essential part of the telecommunications regulatory system. One of the basic requirements of a modern telecommunications regulatory system is to achieve interconnection. As more and more national legislators and telecommunications regulatory agencies recognizing free competition thinking in the telecommunications market, interconnection has been strengthened in various countries ever beofre. Among them, the United States, as the world’s most advanced countries in the telecommunications legislation, leads the world interoperability legislative trend. In this paper, I will do some research in the view of legislative process, interconnection control content, provides’interconnection obligations and settlement of disputes. The WTO, the EU, the United States, Taiwan and China’s telecommunications legislation will be comparative studied and analyzed to find the differences. Then we will find the place china’s legislation worth learning. Meanwhile, for the hot issues of interconnection-the interconnection between the north and the south and telecom equipment sharing, we will do some analysis through the view of legal relationship and regulatory, combined with the latest case.
