Spatial And Temporal Distribution And Development Trend Of The Illegal Land Use

To ease the land illegal phenomenon and improve the supervision and management efficiency of the land law-enforcing department on the control of the land illegitimacy, the time-space changes on the land illegal phenomenon was analysised, The2005-2011land illegal classification in Yongzhou was analyzed in this paper,The time-space distribution of the land illegal phenomenon in Yongzhou was studied and the space spreading speed of the land illegal phenomenon in Yongzhou during2005to2011was estimated. Besides, The causes of land illegal phenomenon was indicated and the corresponding countermeasures was proposed.The research results showed that:(1) land illegal phenomenons in Yongzhou city can be mainly classified into11types including unlawful alienation of land, illegal occupation of land, nonperformance of land rehabilitation, rejection of handing over the land usage right, illegal land disposal, change of the stated-owned land use without authorization, failing to handle the land amendment registration according to the law, the destruction of cultivated land and degraded land unused, of which the unlawful alienation of land, nonperformance of land rehabilitation and degraded land unused are quite serious with the large illegal coverage area.(2) On the whole, land illegal area in Yongzhou city is inclined to decrease year by year. In the space distribution, this situation in Northern district is more serious than that in South. The central region is more serious than the border region. The land illegal phenomena mainly happen in Lengshuitan, Qiyang and Daoxian. From the view of the time distribution, land illegal in Yongzhou city area seriously increased between2008and2010. This situation was more significant in Ningyuan, Jianghua, Lengshuitan, Lingling and Dongan. During2010to2011, Yongzhou land illegal area tended to decrease. It mainly took place in Ningyuan, Jiangyong, Jianghua and Lengshuitan.(3) In the field of the evolution trend analysis, it makes the estimation on the space spreading speed of2005to2011land illegal phenomenon in Yongzhou with applying the econometric model. The result shows that land illegal phenomenon in Yongzhou city chiefly keeps the momentum of space reduction between2005and2011, but in2009, it temporarily tends to spread in space.(4) It conducts the analysis on the causes of land illegal phenomenon in Yongzhou city from the economic and social aspects, getting that the gross product of construction industry, foreign investment project and the balance of financial institutions have the close relationship with the land illegal area in the economic aspect. The foreign investment project is positively correlated with the land illeagal area while the gross product of construction industry and the balance of financial institutions have the negative correlation with the land illegal area. From the social aspect, the factors closely relevant to the land illegal area include the new employed population, urban per capita living space and rural per capita living space, of which the new employed population has the positive correlation with the land offenses.
