Recently,illegal public servants have been found even seizedone by one under the pressure of anti-corruption.There are somepublic servants trapped in the situation because of luxury consumerbehavior. So luxury consumption has been the last of the final strawfor a part of the officials. At the same time, Not only “Luxury andAnti-corruption” is the topic discussed by the public,but also it is akind of new measure of anti-corruption.Therefore,from theperspective of anti-corruption,the study on the luxury consumerbehavior of the public servants is of significance in reality.From the perspective of anti-corruption,the thesis starts fromthe luxury goods and to classify the luxury consumer behavior of thepublic servants.There exists two main lines: the first line aboutluxury consumer is the illegal asset disposal for the publicservants,the second line about luxury consumer is postconsumption alienation for the public servants.What the authorstudy is as follows: Firstly,the thesis concludes the historical change of the luxurygoods,definition, extension and then puts forward the luxuryconsumer behavior which is classified. As a result, luxury consumerbehavior of the public servants is divided into two fields:in theprivate and in the public position,the former reflects luxuryconsumer of illegal asset disposal,the latter reflects luxuryconsumer of post consumption alienation of the public servants.Secondly,based on the typical examples,the thesis analyzes andconcludes the luxury consumer behavior existing the illegal assetdisposal of the illegal public servants,finding that there are sevenpoints including clothes as well as jewelry, accommodation as wellas houses and cars, entertainment activities, social communicationactivities, behaviors and likes, life style and relatives consumer.What’s more, it gets the four points about anti-corruption, which isto prevent “One size fits all” and “A bonzi killed” during themonitoring. On the other side, it gets the characteristics includingthe low-end type in consumer content, concealment in consumerbehavior,isolation in consumer style, contradiction in consumerpsychology and the invisible in sources.Thirdly, on the same typical examples, the thesis studies on theluxury consumer from post consumption alienation of the publicservants. On one hand,the thesis generalizes the luxury directionfrom post consumption alienation of the public servants, whichbreaks the directivity from only the luxury amounts. Thesisclassifies the enlargement of post consumption into the category ofpost consumption alienation. On the other hand, based on thetypical examples, it gets amounts monitoring, scope monitoring and anti-corruption monitoring blended and make a conclusion forthe anti-corruption during the monitoring.Lastly,through the study on the illegal asset disposal of thepublic servants and post consumption alienation of the publicservants, thesis puts forward some suggestion for monitoring andcontrolling the luxury consumer behavior of illegal public servants.Hope to supply the study clues for studying the luxury consumerbehavior of public servants and supply the reference and supportingin policy to defeat the luxury behavior of the public servants.This paper is sponsored by the NNSF of China<Analysis ofillegal public servants money laundering and the network topologyof money laundering>(Granted NO.71273159) and the Ministry ofeducation of humanities and social sciences planning project<Correlation analysis of transfers of ill-gotten gains and the types ofupstream economic crime by illegal public servants>(GrantedNO.10YJA630182).
