A Study On The Ideological And Political Education In Anti-corruption Campaign

After the18th National Congress (the18th National Congress of theCommunist Party of China), the Party (the Communist Party of China) hasattached greater importance to anti-corruption. In the past two years, the CentralCommittee (Central Committee of the Communist Party of China) takes“Cracking Down on Both Tigers and Flies” as principle, tries hardly to “ContainPower Within a Cage of Regulation”, pushes with great effort the two organs(the Central Committee of the Communist Party of China and the CentralCommission for Discipline Inspection) to shoulder their responsibility, improvesconstantly the anti-corruption system, takes strict measures against corruptionand makes a remarkable achievement, which greatly boosts the publicconfidence.Recently, the Central Committee makes a remarkable achievement in theanti-corruption campaign, especially takes stern actions against the organized and collapsing corruption problems in Shanxi Province in which the rank,number and range of involved cadres gives the public a shock, which fullyexposes the deep-seated corruption problems existed in Shanxi Province andreflects the effort the party and the state put on anti-corruption. Now, the reformand development in Shanxi are driving at an important historical juncture, whilethe serious corruption problems aroused continuously place a serious impact onthe party’s image and the honor of Shanxi Province. It is not a good picture weall want to see. We should fully understand the serious, complex, sharp andspecial situation in anti-corruption in Shanxi, draw lessons, and think deeply thenew directions in anti-corruption in Shanxi, which is of great significance topurify the political environment, solve the problems, reshape the image ofShanxi and promote the development.On April19,2013, the General Secretary Xi Jinping, when attending the5th collective learning of the Political Bureau of the CPC Central Committee,pointed out that only the ideological education and law are combined can weimprove the anti-corruption system. Especially, the achievements of currentanti-corruption are made under high-pressure by the Central Committee. Thecurrent way of anti-corruption is still to terrify the corrupt officials withpunishments, the system of anti-corruption has not been built and theself-awareness of officials is far from done. The old problems remain unresolvedand the new problems are emerging. The ideological and political education, tomeet the requirement of system and mind, is a crucial part for solving the current corruption problems. We should strengthen the ideological and politicaleducation in anti-corruption campaign, which is of great significance to improvethe anti-corruption effect and build a clean and honest Party and government.This paper, aiming at the problems existed, based on the status ofanti-corruption and taking the corruption problems in Shanxi Province after the18th National Congress as example, analyzes the current features of corruptionand ideological situation of party members and cadres from the angle ofideological and political education, shows the great effect of the ideological andpolitical education on corruption, intents to emphasis that the ideological andpolitical education is the basic work, important measure and key element inanti-corruption campaign. This paper, based on the corruption status in ShanxiProvince, analyzes the achievement of anti-corruption campaign by theideological and political education, points out the new situation, problem anddeficiency in the campaign, and elaborates the reasons why the ideological andpolitical education can not achieve more.Finally, the paper, from the angle of objective law, optimized content,innovative approach and sound mechanism, presents systematically the practiceapproach of ideological and political education in anti-corruption campaign,intending to adapt to the situation, task and requirement of anti-corruptioncampaign in Shanxi Province, improve the construction of clean and honestParty and government and promote the anti-corruption campaign.
