The Research On Collaborative Governance Of Land-lost Farmers’ Rights Anomie Behavior

With the speeding up of urbanization, the scale of land-losing farmers is expanding year by year. The rights events of the farmers are widely exposed in the mass media, as a weak group,the land-lost farmers have got the attention of the whole society and academic circles. In this article, the author’s research is based on the theory of collaborative governance, using the method of case analysis and literature search, and then presenting the governance situation of land-lost farmers’ rights anomie behavior. By this way, author wants to find out the problems existing in the governance process and the reason why governance problems existing in land-lost farmers’ rights anomie behavior, then using the governance theory to solve the governance problems, some effective measures which based on the collaborative governance level are put forward to protect the land-lost farmers’ rights.The main purpose and significance of this paper is providing a better way to govern the the farmers anomie behavior, collaborative governance theory introduced into the governance will increase fairness and impartiality, also will improve the efficiency of governance at present and overcome the problem of single governmental governance.This paper is divided into five parts to discuss land-lost farmers’rights anomie behavior with collaborative governance:The first part is the introduction, including the domestic and foreign relevant articles and achievements about collaborative governance theory and the research of land-lost farmers’problems will be sorted out and summarized in this paper. The second part mainly discusses the relevant concepts of the lost-land farmers and defining the anomie or not, and motivation of land-lost farmers rights behavior choice. The third part is about the present situation and the analysis of existing problems of governance of the land-lost farmers’ rights anomie behavior author discovered that some problems of the current governance,such as the governance is not timely, the improper use of the means governance effect is not significant and the degree of public governance process information is low,then the author analyzes the reason. The fourth part is the advantages of collaborative governance used in governing land-lost farmers’ rights anomie behavior,there are also some obstacles exist in participation of multiple subjects,then it tells why the author use collaborative governance to solve the problems and make it clear about some factors which interfere with collaboration. The fifth part puts forward some feasible measures and suggestions of land-lost farmers’ rights anomie behavior,thus land-lost farmers’ right anomie behavior will get effective governed.
