Frequent road traffic incidents not only urged traffic police resources dispatching management gradually caught the attention of the relevant traffic management department and the society from all walks of life, but also exposed the situation of dispatching police resources in the emergency response system and implementation with many weak links when the traffic incident occurs. Beijing’s huge population and the number of motor vehicles bring enormous pressure to traffic police, especially in the snow disasters and all kinds of unexpected traffic incidents.Cross-regional, cross-network, cross-sectoral emergency command and other aspects still have many insufficient. In order to ensure the smooth flow of traffic in the shortest possible time and to control the loss caused by traffic incidents to a minimum, mastering a variety of real-time information for the timely processing of traffic operations and traffic events, which is the inevitable requirement for the management of traffic police departments.In this paper, on the basis of mass data of the Beijing122traffic accidents and warning desk, putting three related data——accidents, congestion, reflecting——the kind of police intelligence-depth analysis of characteristic of these data as the starting point, from the class three cases of police intelligence-depth analysis of the data, police intelligence dosage given to invest in recommendations. In addition, in-depth study of a great deal of knowledge of how to apply traffic police resources processing traffic incident, from static and dynamic aspects to study the methods of the police resource allocation. In this paper, the main contents are as follows:On one hand, based on the theory of genetic algorithms in-depth study, and based on understanding the basic principles of genetic algorithms, the basic operation and characteristics, we propose a static police deployment method——Static deployment optimization method based on genetic algorithm.We use it to improve the efficiency of deployment and to optimize the deployment of the smallest and the largest deployment of police deployment performance.On the other hand, in-depth study of GIS and deep thinking on genetic algorithms, and methods based on the use of decision tree to analyze and identify police state, we propose a dynamic scheduling optimization method——Dynamic police resource scheduling method based on GIS, especially for areas of frequent accidents and insufficient police resources scheduling, genetic algorithm provides the best scheduling programs to reduce labor costs, and to ensure the accuracy and timeliness of scheduling.
