Effective material security is the key to promoting the smooth implementation of disaster relief activities.Through scientific research,we plan the vehicle routing problem during the transportation of relief supplies,clarify the material flow on each route and ensure that the relief needs of each affected population are met in a timely and effective manner.This dissertation takes into account many influencing factors in multi-stage rescue scenarios and studies the optimization of emergency supplies allocation in order to minimize the suffering of the affected people.The main content is divided into the following two aspects:(1)Research on optimal models and algorithms of dynamic emergency materials distribution considering deprivation cost.Due to a lack of timely access to some emergency relief services,the psychological trauma of some victims after disasters appears,which increased dramatically over time.It cannot be ignored the impacts of these psychological trauma in the relief decision-makings characterized by humanitarian operations.First,we use the deprivation cost as an economic lcoss valuation of the psychological trauma,and incorporate the deprivation cost impacts into emergency relief decision-makings.Combining with the joint chance constrained programming characterized by the dynamic relationship between supply and demand,we build a routing-allocation optimization model of emergency relief materials considering deprivation cost.Then by taking 2008 WenChuan earthquake as a case scenario,a genetic algorithm is designed to solve our model.And the comparative analysis is performed to model solutions and demonstrate the sensitivity analysis of key parameters.(2)Research on optimal models and algorithms of dynamic emergency materials distribution considering deprivation fairness under different relief strategies.The multi-stage rescue activities will be macro-simplified into two stages,and further analysis of the victims of the disaster psychology.We describe the sufferings of victims suffering from "Absolute Deprivation Costs" and "Relative Deprivation Costs".In addition,in order to reflect the interaction between the distribution of goods and the disaster in the actual rescue scenario,we have dynamically changed the demand for rescue waiting time and rescue by updating the rescue phase.In particular,we use two typical demand-oriented rescue allocation strategy-PAA and RAA points to start the distribution activities.Finally,a multi-objective optimization model for the distribution of relief supplies was designed,and an improved genetic algorithm was designed and applied.Simultaneously,the simulation was carried out on the background of the 2008 Wenchuan earthquake.Based on the analysis of different waiting-for-rescue time constraints,Under the effect of two rescue strategies under different vehicle types.The above research on the method of calculating the optimal allocation of post-disaster emergency supplies can provide a useful reference for post-disaster emergency rescue work and strive to improve the efficiency and fairness of the delivery of relief supplies and goods after a disaster.
