Virtual Enterprise (VE) is one of realizable forms of agility manufacturing. Many researchers all over the world have investigated its key technologies, and proposed some frameworks and industry solutions. As a part of project management, project scheduling plays an important role in VE.Based on customer-driven manufacturing for mould and die industry, this paper pays attention to the multi-project scheduling problem. Starting from the basic conception of project management ,this paper analyses the generic characteristic of project management and each organizational structure, and then brings forward a network organizational structure for the VE and introduces the basic idea and common process of project management in VE. At the same time, this paper also put forward a method to break down to the tasks of project. To judge cooperation for tasks in VE , this paper delivers some qualitative judge critera and an adaptive heuristic method from quantity. Taking into account the processing characteristic of VE, this paper builds up a model of two-layer multi-project scheduling and adopts a heuristic algorithm based on priority rules and a genetic algorithm to solve the whole scheduling from two phases, the results indicate that these methods are effective and applicable. In the end, this paper provides some examples of the scheduling system.
