With the continuous development of the non-public sector of the economy, its proportion of the national economy is increasing constantly. Non-public enterprises become an important force which is not to be ignored in the society. The 18 th Meeting of the communist party of China further points out to ensure that various sectors of the economy are, in accordance with laws, equal to use production factors, fair to participate in market competition, and equally protected by law. In November 2013, "Decision of The Central Committee of The Communist Party of China about Certain Major Issues with Comprehensively Deepening the Reform" is released.
