Study Of The Legal Issues Of China’s Electric Power Regulation

Electric Power industry is an important industry in respect of the national economy and national security. In 2002, the State Council issued the "Electricity System Reform Program", which opened the prelude to China’s electricity system reform. Objective of the reform is to establish a diversified competitive modern electricity market where generation and grid are parted and government and enterprise are separated. With the deepening of power system reform, to improve the regulatory system in line with our reform needs becomes particularly important. At present, China’s electricity regulatory legal system construction is congenitally deficient. This paper aims to give recommendations on electricity regulatory system and law improvement by analyzing three foreign electricity regulatory patterns and combined with China’s actual situation.The beginning of the paper explains the concept of electricity regulation, analyzes the characteristics and the special status of the power industry, and summarizes legal issues related to electricity regulation. Then, the paper compares the electricity regulation and legislation in respectively the United States, Britain and France, carries out a detailed study and conducts discussion on the advantages and disadvantages of various regulatory models. By electricity regulatory system analysis in developed countries, it is desirable to design an excellent regulatory system in line with the combination of time background and their own development The next moment, based on already existing regulatory laws and regulations, analyzes China’s contemporary regulatory system starting from the source of the reform and summarizes the existing problems of China’s electricity regulatory regulations.It is worth mentioning that, the innovation of this paper, puts forward feasible suggestions on how to improve China’s electricity regulatory laws and regulations, further improves the electricity regulatory system by the legal regulations and establishes the related electricity regulatory mechanism, which ensures the victory of China’s electricity system reform.
