| The legal system for power supervision is an important guarantee for the reform,operation and development of the power industry.In the process of developing the power industry,China and Russia have formed their own legal systems for power supervision.This paper makes a comparative study of the power supervision legal systems of China and Russia from the aspects of the characteristics of the power supervision system,the supervision institutions,the supervision objects,and the supervision measures.This article consists of six parts.The first chapter is the introduction,the sixth chapter is the conclusions and prospects,and the second to the fifth chapters are the text.The second chapter is the concept of power supervision,the characteristics and functions of power supervision,and the historical development of power supervision in China and Russia.The third chapter introduces the legal system of China’s electricity supervision,China’s electricity supervision institutions and their responsibilities,and the objects of China’s electricity supervision include electricity market supervision,electricity safety supervision,electricity price supervision,and China’s electricity supervision measures.The fourth chapter is the legal system of the Russian electricity supervision,the Russian electricity supervision institutions and their responsibilities,the objects of electricity supervision include electricity market supervision,electricity safety supervision,electricity price supervision,and Russian electricity supervision measures.The fifth chapter is a comparative study of China and Russia’s power regulatory legal systems,including the comparison of power regulatory legal systems,the comparison of power regulatory agencies and regulatory responsibilities,the comparison of power regulatory objects,and the comparison of power regulatory measures.Introduced from a comparative perspective the similarities and differences between China and Russia in the scope of the legal system of electricity supervision. |
