On July 20,2011, the United Nations has declared famine in southern Somalia again since 1993.Although to a large extent,famine was triggered by the worst drought in the horn of Africa Over the past 60 years, in fact, the causes of famine were various,including drought, conflict, global food prices rose rapidly, the insufficient of the Famine Early Warning Systems Network and other long-term factors inside Somalia. And,the reason that the famine has not been timely control and spread rapidly were also complex, including Somalia’s restrictions on humanitarian activities, slow and inadequate of the assistance (including international organizations and non-governmental organizations) which all leaded to a disastrous consequences. This is not a pure natural disaster, drought is just part of the famine. Southern Somalia has been without an effective central government since 1991, conflicts remained after overthrowing Siad Barre (Mohamed Siad wilkes-barre) regime,and the struggles inside Somalia through the beginning and end of the famine, and had a major impact on aid, which also is the key analysis of this article. At present, the academic study of famine in Somalia is less. By collecting data, this paper comprehensively reviews the process of the great famine, analyzes and discusses the main reasons for Somalia famine, and puts forward some corresponding policy, put forward the corresponding policy.In this paper, the main content can divided into three parts.The first part, make a introduction to the horn of Africa famine in 2011, including the process, background,and what did the countries do when famine occurred.The second part is the most important part of this article, which analyzes the factors of Somalia famine from 2011 to 2012 from inside and outside. Beginning with four aspects which interpret internal factors.The occurrence of famine was resulted from natural factors, economic factors, political factors and social factors.Then, when analysis of the famine, people often cannot correctly understand effects through these factors, and it is easy to be misunderstood by the reasons of surface, excessively exaggerating some factors and neglect others, even simplify the famine as a natural disaster or economic reasons.Next, analysis the influences of external actions in this famine. Although the famine largely caused by the internal factors in Somalia, insufficient of outside aid brought about properly contains and rescue.The third part is policy analysis, covers prevention and solution of famine.To substantially solve the problem of Somalia famine, must firstly achieve peace and stability in Somalia.But considering current situation in Somalia, from the country inside to stop the occurrence of famine is not practical. So the analysis of preventing and solving famine is focus on the external assistance.
