The Institutional Practices And Performance Evaluation Of Protecting Farmers’ Health Rights

Protecting people’s own health is fundamental to live and product from ancient times to now, and having a healthy body is a permanent pursuit to everyone. With the social development, the concept of health is being refined, and has been slowly as personal right or constitutional right to be treated, so the right to health arises, the international community also establishes its status. Protecting people’s right to health can not only make people’s social production orderly, and also improve the quality of people’s life effectively, reduce social conflicts, narrow the gap between the rich and the poor, and provide an effective guarantee in building a harmonious society.Part of farmers health right theory as the theory of the right to health, the main body of the rights from the farmers of citizens into citizens, the right to exercise the body is a farmer, which can guarantee the basic health rights of farmers. As a large population country, the high proportion of farmers, but the low cultural level of the peasants in China, farmers’ health problems have become the focus issue on our state and government. Since the 16 th congress of the communist party of China, the party and the government have been listing the " Three rural issues" as one of the most important current problem for ten consecutive years, how to protect farmers’ right to health is the key to solve the problem of Chinese farmers. The establishment of a new type of rural cooperative medical care system marks the secondary recovery of rural medical security system in our country, which can guarantee farmers health, the right to health of rural farmers changes from the void to the entity system ensurence, which is a great ideas for our country to build a new socialist countryside laid a solid foundation to relieve social contradictions, and reduce the gap between rural and urban areas had a significant effect.This paper takes the analysis of new rural cooperative medical service lunched in state-level poverty-stricken Hezheng county in Gansu province as background.And the author found the achievements and problems in the aspect of protecting farmer’s health right of Hezheng county by researching in local area during different periods,gathering materials from local people, collecting and analyzing the related data. In response to the existed problems, the author provides feasible suggestions to assure the farmers getting the equal protection of health right as soon as possible. By thisway, the author can provide his own local experience to continuously improve China’s new rural cooperative medical care system and make his own contribution to perfecting the security system of farmer’s health right.
