Study On Community Service Pension Of Rural Areas In Guazhou County Gansu Province

In China, the aging of the population is one of the most notable features in twenty-first Century. However, the aging is prompted by the rapid formation of the family planning policy, and the change in per capita gross national product(GNP) and healthy quality is generally low, so our country facing the dilemma of "old before getting rich". Under the background of aging population, the demand of the elderly tend to be more diversified and complicated, it is a big challenge for current old-age service system. At present, the economy of China is undeveloped, and the social security system should be further improved, so the various needs of the elderly are difficult to obtain timely and effectively. At present, the supply and demand of pension service is not balanced, so the problems like elderly economic support, life care, services and the spirit meet of state are urgent need be solved.The rural social security has always been in the edge of social security in China, and the focus has been placed in the city. However, most of China’s population living in rural areas, rural economic and social development directly affects the development of the whole country and society. With the population aging accelerated, the number of rural elderly population in a linear upward trend. Therefore, the rural old-age problem has gradually transformed into dominant contact. The study mainly to describe community endowment service of rural immigrant in Guazhou County, and to understand the existence problems and problems of rural immigrant community service pension, trying to find a model for Rural Immigrant Community pension service. In order to cope with the crisis of population aging, the Chinese government put forward "to establish a social pension service system, which is based on family support, community care and social institutions". The study under the conditions, combined with local immigrant communities in the social and economic development, the environment to adapt to the situation and government policy, explore a is in line with the trend of the aging population, and can meet the rural elderly increasingly diverse and complex needs of the elderly pension service system, to alleviate the unction weakening of rural family pension, and to solve the dilemma of commercial pension gap pension services.Through the investigation and study, found that responsibility of government is not clear in the current Community pension service in Guazhou County, the policy system of pension is not perfect; the community pension funds and pension service support are lacking; the building of the community service team is behind, and the spiritual and cultural needs can not been meet. In order to deal with the pension crisis of ageing population, to reduce the growing rural family pension burden, and meet the diverse and complex needs of rural elderly people, it is concluded that the ideas and suggestions on the following aspects. First, strengthen the responsibility of government, clear the system of government, finance, management and other aspects of rural community support for the elderly service. Second, strengthen the family pension function, improving the family social support policies. Third is to improve community service for the aged, improve the community endowment service supply capacity, broaden the sources of rural community service pension funds, including the diversification of the nation, the social organizations, family, and other charitable organizations support structure. Finally, improving the system of social assistance and social welfare.
