Countermeasure Researh On The Floating Population Crime And Control

With continuous development of the economic innovation and the rise of urban economy in China, a great number of people aimed at seeking a life of welfare by changing living circumstance have formed a large floating population. They flood into the cities and the developed areas in the southeast coast, become main strength of local economy and bring giant demographic dividend. However, the fast-growing population also brings great challenges on employment, education, health services, family planning, social services, public order of the area. Meanwhile, an even more serious social problem occurs, which is the floating population crimes. It has become an urgent problem of how to take preventative action to avoid such crimes. This paper tries to find the cause of floating population crimes proceeding from the feature of floating population and their crime characteristic, so as to provide effective suggestions and countermeasures to prevent and reduce such crimes. Special study on crime characteristic is to reveal the process of criminal acts committed by the special subjects, the floating population, and the connection between factors causing crimes, so as to ascertain the root problem of floating population crimes.This paper takes Zhejiang Linan city from 2008 to 2012 these five years and it includes the arrangements of the floating population status, characteristics and the floating population crimes.It used many ways to explain the cause of the crime of the floating population and the corresponding countermeasures to this such as literature research, comparative analysis, statistical analysis and normative analysis and empirical analysis. This paper specifically based on analyzing the situation of our city floating population, flow for the salient features of crime, Linan city is analyzed in detail of the status of the floating population and the floating population crime situation and the characteristics of the floating population crimes, and on this basis, this paper had a detailed analysis of the root of the problem about the floating population crime.The main problems are low cultural quality, economic reasons, blind population flow, incomplete system of social management and so on. Finally aimed at these root problem which contributed to the floating population crime,put forward my preventive countermeasures.Through the study of this article, I hope to be able to put forward effective for the current city’s floating population crime prevention and containment of its recommendations, and through this article can solve the problem of floating population of our country the current increasingly serious crime, having a effective method to prevent and curb gave my little contribution. Hope in the current reform and development, on the one hand, our country’s economy can develop steadily, on the other hand, to make the whole people enjoy the achievements of the reform and development, to make the social developed peacefully and steadily.
