Any development of harmonious society needs a reasonable and stable social class structure. Population flowing is social structure reasonably, people tend to pursue self value and social civilization to the inevitable outcome of the development. With the deepening of the reform of political system and economic system, the labor market gradually unloosening, more and more people seek better leave registered permanent residence, the party development in social structure formed a unique phenomenon, but also formed a special group-the floating population. Our floating population is increasing, but because though they rush to communication between each other, and touch are rarely, plus they represent the interests of their lack of protection, collective bargaining ability is very weak, the government also hard to hear their voice. The country should take some appropriate measures to guarantee citizens'political rights, alleviate the floating population and the population of urban economy and political life.Citizens of the citizen's right to vote in the core position in the system, is the cornerstone of modern political civilization, the realization of the citizens of natural personality and political personality of integrity.
