The Research On Role Definition Of Social Organization In Impelling The Modernization Of National Governance

“Impelling the modernization of national governing ability and system” is a brand new target and assignment raised by the party central committee in the new period with rapid development of social economy. It brings the revolution of concept of governance, and make a mark that the change from the mode of dominant government management to the multiple mode. During the period of impelling the modernization of national governance, the social organization has played a significant role as one of the main part of national governance. In this paper, with focusing on the general background of impelling the modernization of national governance, the author figure out the underlying problems of the development of social organization, by means of introducing the role theory of sociology in the research of social organization and comparing the difference between the practical role in real system and expectation of social organization in new period.The social organization, with the abilities of service and proposal, is the main composition of civil society and connected to government department. In this dissertation, based on the category and the concept of social organization and the domestic and overseas research status, the author discusses the relationship among the social organization, civil society and government and summary the current situation of the development of social organizations in our country. Since the social transformation period, the quantity and development level of social organization in China have developed rapidly. In addition, they have constantly developed into integral and structural power. In the new period, in order to prompt the modernization of national governance, it is important to accelerate the recombination of the system of national governance and accomplish the scientization, democratization and legislation of the system of national governance; elevate the ability of national governance and the public trust in government; enhance the cooperation of multiple social powers; cultivate the “soft power” of national governance. The presentation of concept of modernization of national governance has accelerated the transformation of society, prompted the transition of government functions, and cultivated the civic consciousness and civil society and brought in the historical opportunity of the development of society organization.Because of the constant development of the requirements of citizens and government, the new expectation of the role of social organization has aroused. From the view of government, social organization is the catalyst of government reformation and the absorber of social problems, but also the carrier of civil politics. From the view of citizens, social organization serves the fundamental functions of social service, and it also is the propeller of social self-governance, the one constraining government power, the participant of public policy, the protection of vulnerable groups, the adviser of public spirit, etc. In the background of modernization of national governance, the government and citizens have given great expectation upon social organization. However, many problems exist in reality. For instance, the abilities of social organization are insufficient; the classification is imbalance especially the absence of advocated ones; many vulnerable organizations found by “grassroots” exist outside the law. This is because the living space of social organization is released by the nation, so the social organization is naturally weak. And in the system of integrated CPC and administration, the mechanism of advantage transmission has impeded the fulfillment of advocating ability. In addition, The contradiction of self-development of social organization is caused by the conflict between the change of national policies and the related administrative laws and regulations in operation. Therefore, in order to solve the role problems of social organization, it is crucial to change the idea, accomplish the system of the advantage transmission of social organization, optimize the legal system related to the development of social organization and enhance the abilities of social organization, etc. The concept of modernization of national governance has laid the foundation for the development of social organization, and the development of social organization has prompted the accomplishment of the target of modernization of national governance in return, the relationship between them is interactive win-win.
