The Influence Of Social Organization Development On The Modernization Of Grassroots Governance

The reform of the economic system and the deepening of the reform of the social system have made the economic and social structure continuously differentiated,and the interests are gradually diversifying,and the severe challenge to the grass-roots governance is brought.At the same time,the absence of government and market failure urgently need social organizations to participate in grass-roots governance and promote the modernization of grass-roots governance.Therefore,many problems still exist in the participation of social organizations in grass-roots governance,and the role of social organizations has not yet been fully realized.Therefore,how to promote social organizations to participate in grass-roots governance and fully stimulate the role of social organizations has become a new topic to be explored at the basic level of social reform and development at the present stage.Taking the investigation of XiXiangTang District of Nanning as an example,this study is guided by the theory of structural functionalism,through the investigation of the social organization and its participation in grass-roots governance in XiXiangTang District,it is found that the social organizations have achieved the following effects in grass-roots governance:to promote the modernization of grass-roots governance system,to promote the continuous transformation of government functions,to enhance the capacity of grass-roots governance,to enrich the social and public services,to improve the capacity of grass-roots services,to regulate social contradictions,to promote basic harmony at the grass-roots level,to promote community-based co governance,and to promote the decision-making of public policy at the grass-roots level,and to promote democracy and democracy,however,it's functions of social organizations are still facing the following difficulties:restricted by dual management system,high registration threshold;light post registration in the early stage,lack of supervision mechanism;lack of legal status,the status of governance subject to be strengthened;lack of professional talent,construction of organization itself to be strengthened;lack of funds,and government purchase service mechanism.On this basis,this paper analyzes the prerequisite conditions for the social organization to participate in grass-roots governance by combining the relevant mature experience both at home and abroad:the social organization obtains legitimacy and acceptance,and then for the social organizations to participate in grass-roots governance,we put forward two rationalization proposals for the construction of a perfect social organization to participate in the modernization system of grass-roots governance and to promote the modernization of the grass-roots level governance of social organizations,then we should give full play to the functions of social organizations and realize the functional improvement of grass-roots governance system.
